Job Description
Position Summary
Ensure the safe and efficient operation of the Surface Railroad its related facilities.
Plan and budgets for the scheduled and unscheduled maintenance and repair to the rail haulage system.
Maintain efficient operation of the haulage system focusing on the timeliness and transportation needs of the Preparation Plant.
Manage human relations, monitor overtime distribution, train, and develop assigned workforce.
Ensure contract compliance, quality workmanship, accident, violation, and environmental control.
Job Specific and/or Technical Skills Required
Possess an understanding of coal handling, transportation, and loading processes.
Knowledge of State and Federal laws regarding coal loading and haulage systems, transportation, and a working knowledge of the approved waterways plan.
Skills include interpersonal relations and communications.
Qualifications
Major Responsibilities
Manage and coordinate the continuous safe operation of the Railroad and related facilities.
Plan, manage, and control the various facets of coal transportation and loading cost including materials, tools, labor, product, and maintenance.
Create and manage project forecasting and budgeting for 17 miles of railroad.
Plan and monitor the progress of rail projects throughout their life cycles utilizing spreadsheets and other data reporting tools.
Ensures the continuous maintenance of rail department equipment.
Perform the requirements of Cumberland’s safety program.
Maintain the railroad operating costs within the constraints of the budget.
Develop and maintain union / management relations as they relate to the efficient, cost-effective operation of the Railroad department.
Evaluate and develop their assigned workforce.
Ensure compliance with state and federal mining, rail and river transportation, and environmental laws.
Utilize and support company-wide initiatives.
Plans and schedules repairs, maintenance, and upgrades.
Conduct safety training, accident investigations, observations, and contacts.
Continuously seeks opportunities to improve rail and harbor processes and performance.
Fill in as Harbor Foreman as needed.
